7.27.2 NMAC Licensing of EMS Personnel
EMT First Responder
The following documents are required:
Completed Registration for Training and/or Certification/Licensure Application
- Copy of your First Responder Course Completion certificate
- A copy of your current CPR card (front and back). * See list of approved CPR cards below.
- Check, Money Order, or Purchase Order for $25.00 made out to the NM EMS Bureau. No cash or
credit card will be accepted.
Mail (no faxes will be accepted) completed application packages to:

Upon receipt of your complete application package, you will be granted a New Mexico EMS First
Responder license and be issued a wall certificate, wallet card, and First Responder patch.
Out of State Applicants: All persons who do not have a course completion certificate from a New Mexico
approved EMS First Responder training program, but are currently certified or licensed in another state at
the First Responder level, or have successfully completed an approved equivalent out-of-state EMS First
Responder course as determined by the Bureau, within the previous nine (9) months, may apply to the Bureau in writing for New Mexico licensure.
*The following are approved CPR courses:
- American Heart Association "BLS Healthcare Provider"
- American Red Cross "CPR/AED for the Professional Rescuer"
- Emergency Care and Safety Institute “Professional Rescuer CPR”
- National Safety Council "CPR and AED"
- Medic First Aid “Basic Life Support for Professionals (BLSPRO)”
- American Safety & Health Institute “CPR for the Professional Rescuer”
- Military Training Network “BLS Healthcare Provider”
- EMS Safety Services: CPR/AED for the Professional Rescuer
